Meeting Summary

Community meeting with Anthony Place neighbors regarding the siting of Old Forest Village

Meeting requested by Resident of Anthony Place

April 16, 6 p.m. @ Anthony Place Cul-de-sac. Notification: Flyer mailed by Rush Homes to each resident of Anthony Place.

Meeting attendance: Two residents of Anthony Place, Jeff Smith (Rush Homes), Cindy Sommers (Rush Homes)

1. Issues of concern brought up at meeting: Traffic, speed of traffic, and parking. Both Residents were concerned about children and the quiet nature of the area. We noted our tenants would walk to the bus stop via the proposed sidewalks and streets; we wanted calm and safe traffic as well.

2. Mr. Smith noted the actual number of cars that would likely park at the development based on our car counts at Victoria Ridge and Armstrong Place (AP) noting that AP was not yet fully leased. Mr. Smith also noted what could, by right, be in the proposed OFV site.

3. Both residents expressed concern about the amount of cars that would be at the development. Mr. Smith gave numbers of cars owned or driven by tenants or aides at both Victoria and Armstrong Place (11 of 24 and 9 of 17 respectively). Mr. Smith also noted that, by right, as many as 6 duplexes and maybe 2-3 single family homes could be built on the OFV site, meaning many more cars than would be likely at OFV. Mr. Smith stated that he makes no guarantees about the number of cars and that we predict 50% of tenants or less would have cars.

4. Both residents noted that snow plows are often very late to Anthony Place because of the parked cars on the street. Note: seems apparent that if Rush Homes could provide any extra parking, this might help the snow problem.

5. All parties talked about the City owned easement (paper street) that would connect Old Forest Road and Windemere. Both residents were not in favor because of concerns about even greater traffic due to potential short cuts through the area. They talked about the possibility of Rush Homes buying land between two houses on the southwest side of the site and creating a drive there. Mr. Smith talked about the expense and both neighbors indicated they understood the difficulties.

6. Following were ideas to resolve the current perceived potential traffic and speed problems:

a.Traffic calming (signs, speed bumps)

b.Parking: extend the cul-de-sac length into the 50’ buffer area providing several spaces of parking for neighborhood.

7. All parties discussed the proposed sidewalk on the City easement to Old Forest Road to connect OFV tenants to bus service. We also discussed the connecting Anthony Place sidewalk from OFV to the City easement. Both neighbors thought this sidewalk would help raise property values.

8. Both neighbors like the idea of the new development cleaning up a site next door that is in currently poor vegetative condition. They believed the development would raise property values. Both asked about inspections during construction. Mr. Smith explained that the quality of construction is inspected by VHDA and the City during construction and has to maintain standards.

The meeting ended at about 7:00 p.m. Both neighbors expressed their understanding of the development and were fine with who we served.
